As a follow up to the first assessment conducted in 2008, the 2014 assessment examines the state of the safety net in western New York and makes recommendations on how stakeholders in the region can work together to build the capacity of the primary care safety net to ensure that it meets the needs of underserved communities, improves the quality of care and strengthens the overall primary care system.

As part of the assessment, John Snow, Inc., conducted primary care demand and capacity assessments, consumer surveys, an extensive series of interviews and site visits with primary care practices and other stakeholders, and environmental scans to understand the impact and implication of the Affordable Care Act.
