Tricia Peter Clark
Tricia A. Peter Clark, FACHE, joined the Health Foundation Board of Trustees in 2023. She is the President and Chief Executive Officer of ConnextCare. Ms. Peter Clark joined Northern Oswego County Health Services, Inc. (NOCHSI) dba-ConnextCare in 2013. Since her original hire as Director of Operations, she has been promoted to the VP/Chief Operating Officer, followed by the Executive VP/Chief Operating Officer role before being appointed as the President and CEO in June of 2021. Ms. Clark earned a Bachelor of Science Degree in Health Services with a concentration in Health Education and Operations from D’Youville College in Buffalo, New York. She holds a Master’s Degree in Business Administration, with a concentration in Leadership from St. Joseph’s College of Maine and is a Fellow with the American College of Health Care Executives.
Prior to joining ConnextCare, for nearly ten years Ms. Peter Clark served in various leadership positions with Oswego County Opportunities, Inc., the County’s largest Community Action Agency based in Fulton, New York. Initially hired as the Coordinator of Cancer Services, she developed a robust outreach and screening program connecting hundreds of men and women to essential preventative services, which was later
recognized as a program leader by the State Department of Health. From there, Ms. Peter Clark was elevated to the roles of Coordinator of the Rural Health Network of Oswego County, facilitating local partnerships to work on public health priorities, followed by the role of Director of Health Center Operations. In this capacity, Ms. Peter Clark oversaw the daily operations of the health centers including the Billing Department and ancillary programs (migrant health, facilitated enrollment and cancer services). Ms. Peter Clark was responsible for ensuring compliance with the Title X family planning regulations as a recipient of Federal grant dollars as well as New York State Article 28.
In her current capacity, Ms. Peter Clark oversees the daily operations of ConnextCare, a Federally Qualified Health Center system providing primary and preventive behavioral health, psychiatry, dental, medical and school-based health center services in 15 locations across Oswego County. ConnextCare serves over 27,000 patients, providing approximately 130,000 annual visits. ConnextCare employs a staff of approximately 260, including over 70 licensed independent practitioners. Ms. Peter Clark is affiliated with several professional healthcare organizations, including the American College of Healthcare Executives, the Health Care Financial Management Association, the Medical Group Management Association, New York State Association of Rural Health and the Community Health Center Association of New York State serving on the Public Policy and Nominating Committees.
Ms. Clark serves on the Board of Directors and Executive Committee for three Independent Provider Associations (IPA): Upstate Community Health Collaborative IPA, Oswego County Integrated Delivery Network IPA, LLC and the Forward Leading IPA. In addition, Ms. Peter Clark serves on the Board of Directors for several organizations including; Operation Oswego County, an economic development agency, Central New York Area Health Education Center, Health Workforce New York, and the County of Oswego Industrial Development Agency. Ms. Peter Clark is also the Assembly Minority Leader Appointed member of the New York State Rural Health Council.
